Our Story
Western Sussex County has been underserved for supporting Twelve-step self-help groups for addictions of all types. Typically, Twelve-step organizations in Western Sussex County cannot secure and maintain a constant physical location from which to provide their much-needed services. There are not nearly enough meetings to address the number of people living and working in the community that need support. Given that the most important part of a life-long recovery is the introduction to a Twelve-step
group for support, a consistent meeting space for that organization is vital for the participants’ recovery. A consistent meeting place allows participants to develop contacts that can provide ongoing mentoring, which greatly increases their chance of success. Getting bounced from one location to another impedes a Twelve-step organization’s ability to offer the consistent service that participants rely on for a successful and lifelong recovery
In early 2019, four successful businessmen committed to the future of Western Sussex County contributed $50,000 each for a total of $200,000 to purchase and renovate the SNEC Building located at 1380 Middleford Road in Seaford.
On April 8, 2019 Steps for Hope received 501©3 Status. The building was then donated to Steps for Hope, Inc., and was renamed the “12&12 Community Center”.
On May 1, 2019 the 12&12 Community Center officially opened with the Nanticoke Group meeting at 7pm. The Nanticoke Group is an Open AA 12 Step Study. Other group meetings followed.

Our Mission
The 12&12 Community Center was established to provide free meeting space for Twelve-step programs such as Alcoholics Anonymous, Al-Anon/Alateen, Nar-Anon, Gamblers Anonymous, and Overeaters Anonymous. Expansion of Twelve-Step group meetings at the 12&12 Community Center will allow greater coverage for people in need of help to overcome their addiction. The Mission is to make consistent meeting space readily available, and easily accessible for people to share experiences, strength and hope with one another.
Steps for Hope Board
Steps for Hope, Inc is the 501©3 entity that owns and operates the 12&12 Community Center. The Purpose of Steps for Hope, Inc is to provide recovery and developmental opportunities for men and women to further their ability to become whole, productive members of their communities.
Robert Boyd – President
Robert “Bob” Boyd is the founder and CEO of Regional Builders, Inc. As a seasoned business professional, he has over 40 years’ experience in commercial and industrial construction.
Bob was formally educated at Goldy-Beacom School of Business and has completed classes and seminars at the University of Delaware, Georgia Institute of Technology, and several independent educational companies.
Bob served on the NHS Foundation Board and is the former Chairman of the Board of Nanticoke Health Services. He also served on the Ceco Building Systems President’s Advisory Board. Bob Founded Steps for Hope and is passionate about serving the recovery community. He credits the life he enjoys and his professional success to the twelve-step recovery programs which he has been involved in for four decades. He often quotes, “people don’t care how much you know until they know how much you care!”
Joan Neal – Secretary/Treasurer
Joan Neal is President of Regional Builders, Inc. (RBI) a family owned multi-faceted commercial construction solution company serving customers on the East Coast.
As a steward to her local community she currently serves on the Economic Development Committee for the city of Seaford and was one of the founders of Nanticoke Young Life and Nanticoke HOPE, both nonprofits seeking to make a positive impact in the lives of our local youth. Joan was also a member of the board of directors for a local church, Western Sussex Boys and Girls Club and La Red Community Health Center.
Steps for Hope and the 12 & 12 Community Center are a personal cause, as Joan’s family has been affected by addiction. She has felt the need to develop more groups to help both those in recovery and their families to understand and cope with the effects that addiction has on all facets of life.
A continual learner, Joan holds an AAS in Business Management and has attended Wilmington University and Wharton Executive Education program at the University of Pennsylvania. Joan and her husband, Barry, raised their family in Seaford and have been residents for more than 35 years.
Barry Neal – Director
Barry has over 40 years’ experience in the construction industry. He is highly skilled in project management, steel erection and marketing and development. Barry, a certified welder, also has experience in hydraulics and refrigeration systems. He previously founded and operated his own mechanical contracting business before joining the family business, RBI, a family owned multi-faceted commercial construction company serving customers on the East Coast. Barry currently serves as Vice President.
Barry earned a diploma in Welding at Sussex Vocational-Technical Center. He has completed training courses with Lester, Coverall, Ceco and Nucor Building Systems. He has also completed numerous safety and training courses.
Barry previously taught adult welding classes at Sussex Vocational-Technical Center. He also served on the Building and Grounds committee of a local hospital. He was a volunteer firefighter for 10 years, and has coached youth soccer, basketball and football. Barry enjoys hunting, crabbing and golfing in his free time.
Bartley Knox – Director
Bartley Knox has a long history working in the site construction industry, which evolved into owner operator of Lynn Construction, LLC. As an entrepreneur he is responsible for coordinating manpower, equipment and material scheduling in a safe and timely manner as well as providing jobs in our community. Bartley maintains relationships with engineers, owners and government agencies.
Due to his entrepreneurial skills and leadership abilities Bartley was selected to serve on the Board of Directors of Steps for Hope, Inc. Bartley has been blessed with success in both his personal and business life, so it is important for him to give back to his community whenever the opportunity arises.
Kevin Loftus – Director
Kevin Loftus has over thirty-five years of senior management experience in the non-profit and financial services sector.
In the non-profit sector, Kevin has raised millions of dollars from businesses, banks and foundations and has secured millions more via federally subsidized financing. Kevin has designed and developed comprehensive marketing and communications strategies on behalf of the various organizations he has represented.
As a seasoned business executive, Kevin has successfully managed large front-line operations, as well as professional staff areas including risk management, quality & training.
Kevin maintains effective working relationships with key personnel at banks, businesses, and foundations, as well as local, county, state and federal elected officials throughout Delaware. His professional affiliations include memberships in all nine Sussex County Chambers of Commerce and the United Way of Delaware’s Resource Development Advisory Council.
Kevin earned a BA in Psychology from Waynesburg University.
WM. Jack Riddle
Currently serving as President & Chief Lending officer, Jack joined the bank at the 2006 inception. He worked for 24 years in various management roles with Citizens Bank prior to joining Community Bank Delaware.
Jack is a past recipient of the U.S. Small Business Administration Financial Services Champion for his commitment to the Delaware Small Business Community. He is active in Rotary as Area 41 Assistant District Governor and is a past president of the Lewes-Rehoboth Club. He currently serves as member of DEDO advisory group, the Delaware Health Facilities Authority, is the Independent Community Banker State Delegate and served as Treasurer of Nanticoke Health Services for over 15 years. Jack is a University of Delaware finance graduate and received his MBA at Salisbury State University. He is active in Crossroad Community Church and a lifelong resident of Sussex County where he resides with his wife Susan.
